No, it's not a word in any dictionary. As such, there's at least 3 different interpretations of what words it's signifying.
The one you're picking up on - '******'. Obviously racially offensive. If like you're saying, it's simply 'hiding' that word and meaning, then yes, you're right in that it's potentially far more offensive than futtbucker (which is also about 'hiding' that word and meaning by inverted the first two letters of each word)
However, there's also 's******,' a word that is synonomous in meaning to 'snicker.' This has nothing to do, as far as I know, with the word '******' yet is just adding an extra s. But the meaning is completely innocent and benign. To put a '-dly' at the end changes it from a verb (to s****** at something) and makes it more applicable as a description or characteristic - though not actually a way 's******' is ever used in.
Then there's '*****rdly' which falls somewhere between the two. An actual, genuine word meaning (I think roughly) the equivelent of stingy. Doesn't, as far as I know, have racial connotations given it's a 'ggar' not a 'gger' though I suppose it could have been a development from that.
To be honest, I see it simply as a crush together of the words 'S******' (snicker) and '*****rdly' (stingy) to make 'S******dly.' That said I have no idea of the intentions of the people who made it, it just seems the most plausable to me. Keep in mind that the way language is structured, you have instances of words sounding very like other words, or words within words that if taken out of context would mean something else.
For example - 'Shuttlecock' the projectile used in badmington has nothing to do with whats between a man legs, but is within that word. (There are probably better examples I'm sure, but that sprung to mind)
What, in my opinion, damages your creadibility, is that you aren't citing S******dly as being a racist name, you're striking out because your own name was considered imappropriate and you're attempting to demonstrate the unfairness of this. As such you've gone straight to the worst way it could be interpreted and ignored any others. The difference between 'S******dly' to 'Futtbucker' and 'PakiMosher' is that with the last two, the intention is obvious (though context bound, as pointed out earlier, you might need to be from the UK to understand the last one - it seems likely from the complete ignorance of this that they weren't dealing with a stupid GM, just one that wasn't from the UK so didn't put those terms together) the intention of 'S******dly' given at least 3 meanings can be read into it, isn't as obvious, though the possibility is there to be read into.
